You can only apply for permanent residency under the CEC category if you’re located in Canada. In case, you’re based out of Canada and working for a Canadian-based company, it won’t come under the CEC category.

Yes, you certainly can. If you’re working in Canada with a Canadian work permit and paying all the taxes in Canada, it will come under the Canadian Experience Class. It doesn’t matter whether the employer is from the USA or somewhere else, as long as you work in the Canadian branch, you can definitely apply for the PR.
